| On behalf of my general partners and our international limited partners, I would like to welcome all of you to our opening ceremony of the Aktis (Chongqing) Investment Fund Management Co. Ltd. |
|

| It is indeed a privilege to be before you here in Chongqing, the base of Aktis China investment strategy. We are extremely grateful to the municipal government and our local partners for their encouragement, support, and assistance in past few years to make our local presence a reality today. |
|

| Let me begin my formal remarks by sharing with you a congratulatory letter from the Honorable Tung Chee Hwa, the Vice Chairman of the National Committee of the Chinese Peopleˇ¦s Political Consultative Conference: |

| ˇ§To the Aktis Group: On the occasion of the opening of Aktis (Chongqing) Investment Fund Management Company Limited, I would like to convey my warm congratulations. |

| I wish you a sound collaboration with Chongqing government and local partners. I hope you will bring benefits to investors and contribute to the development of Chongqing, as well as western China with your advanced ideas and excellent management. |

| In line with the sentiments from the Honorable Tung Chee Hwa, we at Aktis are strongly committed to building a long term relationship with the people and government of this great municipality. |
|

| Our group has been doing business here since 2006 where group principals have participated in local business projects totaling RMB 1.3 Billion to date, and also has provided employment to over 1,000 citizens, in Chongqing. Our investment strategy is to participate in business opportunities that have strong alignment of interests with government policy priorities, local partner specialties and Aktis core competencies in capital management and operating best practices. |

| Last week, Mayor Huang Qifan spoke at the Euromoney conference and I would like to magnify two poignant messages of his address. The first message was an expression of a major theme. Chongqing is the worldˇ¦s gateway to inland China and thus, also serves as inland Chinaˇ¦s gateway to the world. The second message was one of four major aspects to achieve that gateway status. Chongqing will ascend to be the financial center of inland China. |

| These two messages speak to Aktis' core business premise and how we have established and positioned ourselves here in Chongqing. Aktis will strive to become part of that gateway and a major player in the development of the financial center. |

| What has singularly impressed us most about Chongqing is the level of ˇ§willingnessˇ¨ and ˇ§abilitiesˇ¨ of the local government and people. Therefore, we know from first-hand experience that Chongqing is an exceptional place for foreign direct investment firms, like Aktis. It is our aim that we continue to play a significant role in the further development of this great municipality and also to inland China. |
